After multiple calls and a couple of cases with support we have an answer. Seems the systems didn't fully migrate/transfer from the old server to the new.  At least the users didn't.  We had to make sure the users were still assigned (i.e. authorized) for encryption.  It's great that we can use the transfer feature but just realize you might be looking at a 5-10% failure rate.  At least that was our experience and what the tech even said.  He couldn't provide any additional details beyond that as this process is fairly new to the encryption folks but at least we now know.

Wow!  Thanks Dennis, that's good to know!

I'm still at ePO 4.6.9 and am starting my planning to go to 5.x.  I'll keep this in mind.

Am I understanding you correctly in that once you reassigned the users to the systems then the "system is locked" problem went away?

If so, it seems odd that users not making the transition and no longer being assigned to systems would cause the "system is locked" problem.  I wonder if the two issues (missing users and the "system is locked" message) are both due to some other problem caused during the transfer process..?
