I want to do the following scenario:
1- I want to user B to encrypt a file on the desktop
2- User A(administrator) has the rights to see the file and modify
3- User C cannot open the file.
Therefore the file on the same PC can be accessed by A and B and not by C.
I tried to work with User assigned policy, but it didn’t work.

I already opened this PDF and read about it, the only way you can do it is by policy assignment rule, which is not working in my case,
please note that the users A B and C will log in to the same machine to access the file.
I did the same steps as this KB https://kc.mcafee.com/corporate/index?page=content&id=KB72719 for user based policy, and it didn’t work,
The User based rule should always aggregate. But in my case it is not. only the system policy in system tree is working.
