Loaded Drive Encryption on new Dell Precision E5450 Laptop.
When system boots, the mouse shoots up to the far upper right of the screen and is unusable.
Using Tab key to navigate to log in...once windows starts, mouse operates normally.
Any suggestions?

Try updating the BIOS. If that does not work, go in to the BIOS, and turn off USB 3.0 support.

I have the same problem with multiple E5450 Models and even a E7450 model.
Latest firmwares. Drive encryption 7.1.3

Try switching the computer (in the BIOS) from BIOS (legacy) mode to UEFI mode. Unfortunately, for this to work, the operating system will have to be reinstalled. Recommend you try this on a test machine, to see if it works any better/worse.
In my limited testing, switching to UEFI mode fixed these types of issues.
I also have E7450 model ans face same issue while ago then i take help from Dell Latitude E7540 Manual in which following points are listed after using these points my system runs properly.
