in EEPC6.2 there is a standard pre-boot storage size of 20 MB. Can you tell me how many users i can assign with this size? And how many users would i be able to assign by increasing the storage size to 100 MB?

Pbfs size, no. Number of users - yes. More network traffic, longer poorly updates, and a greater risk of exposure due to more accounts to potentially guess.
yes of course - there's only finite size available - you need to check your endpoint reports and make sure you don't run out of space, otherwise new users (and maybe even user changes) wont be processed.
What report would you use to check the size of the PBFS? Rather is there a way to see how much free space is available in the PBFS?
We have a need to add over 3000 accounts to a particular population and I want to make sure we don't run out of space in the PBFS.
Note: I increased the size of the PBFS pre-deployment to 100MB.
