Just copy win32 folder instead of complete WinPE from EETech directory and create a bootable usb and everthing was as mentioned in the guide.

Could be any number of things - is the file there? Is it the right version for the platform (32/64bit etc)? is it indeed corrupt?
You need to evaluate your CD creation process - most likely something went wrong there.
Yes this file is there in f:\I386\SYSTEM32\DRIVERS
I tried to create the CD from winXP 32bit and also from win7 64bit machine but get the same error while booting my machine.
I am following the exact procedure given in the guide but i am not sure about winpe version.. in WinPE directory there are three folders, Opal, win32 and win64.

maybe the file is corrupt? What are you using for your WinPE source? AIK or something else?
I am using winPE from EETech.zip.
Can I get this winPE folder from AIk and can use with PE builder software instead of winPE from EETech.zip to create my bootable cd?
