This is my first experience with DE on the Dell 7275 tablet. The pre-boot environment is not showing an on-screen keyboard and the touchscreen is not responsive. I can get an attached keyboard to work, however I need the ability to work in slate mode without a keyboard. Am I missing something or do I need to make this a new feature request?

Yes, we have that enabled in ePO, but in pre-boot I am not seeing the button to turn on the OSK.
I assume the system is running in UEFI native mode. Can you boot to the UEFI setup screen (BIOS) and see if the attached Keyboard functions there?
With UEFI, MDE is a UEFI application and calls on the UEFI protocols for keyboard and mouse functionality. This is different than with Legacy BIOS in which preboot is a mini real-time operating system and drivers are created by McAfee. With UEFI, the UEFI itself contains the drivers and as an application running in the UEFI MDE interacts with the hardware by way of using protocols. If the protocol needed for this keyboard isn't available, the keyboard will not function.
However, at times the UEFI may disable protocols to decrease boot time. There is an option called FastBoot that will limit the protocols loaded to the minimum needed to load Windows. If this option is enabled, the protocols needed for Keyboard, mouse, or touch may not be available and should be set to Thorough. Booting to the UEFI setup screen or to the boot selector screen will generally fully initialize all protocols and you can use this to test if the UEFI is blocking initialization of protocols by first booting to the boot selection screen and selecting to boot to the internal HDD which will load preboot.
thank you for that suggestion. I booted into UEFI and the attached keyboard works fine. then when I got to pre-boot the attached keyboard also worked fine. However, my question has nothing to do with the attached keyboard. I am using a Dell 7275 which is a 2 in 1 (slate with attachable keyboard) and I need the ability to boot in slate mode without an attached keyboard. I need to have an OSK during pre-boot. My ePO setup enables the OSK, but it does not show up on my tablet in pre-boot. Everything else, (touchscreen, mouse, pen, attachable keyboard) appears to work just fine. I just need the OSK to show up in pre-boot.
Now I saw a mention that DE only supports Wacom devices on a handful of machines and this Dell is not one of them. This Dell has a Wacom touchscreen (running driver version 220.127.116.11) and I am wondering if that is the issue here. Or, perhaps I am barking up the wrong tree?
wrong tree - the Wacom notes only apply to the BIOS version of EEPC - the UEFI version uses the native UEFI touch drivers. I'm thinking that there's some problem with enabling the option - are you sure the machine has collected the latest policy?
