User Based Policies for PBA

Is it possible to create a UBP that allows for the option to use both a username + token (smartcard) and username + password? 

Ideally you would enter the username first, select next, then be prompted to enter the PIN associated with the smartcard OR the password associated with the Username.

We can select only one token type for authentication.
