Your requirement is possible with McAfee FRP, however you have used Enforce Encryption with Offsite access in your Removable Media FRP policy. If you use FRP policy with Offsite access, whether you have FRP in the other machine or not you can enter the password and use the device.
For your requirement you need to set the FRP policy to "enforce encryption with onsite access only", by this setting FRP will use the FRP keys to encrypt your removable media and you cannot use the pen drive on other machines which does not have FRP or which does not have the FRP key.
