Sorry for the delay in the answer, but i was doing some testing, but still no results. SBadmin has no group restrictions and has Admin Rights level 32. Besides the problem reported above, i have another error !! When i try to update file groups, it gives me a .net error in sbadmin.exe , and the application closed. It's driving me nuts.....

I think there's something deeply wrong with your computer, as SBAdmin does not use .NET at all. Can you access it from another instance of EEM?
What do you mean with another instance ? I installed a fresh EEM manager in the same machine and everything is OK, but the problem is the database. In the current installion. I even can create a new database, but the problem is the licensing and all the users and machines that are in the current database.
yes, don't create new databases - that will just confuse things. Just login to your current active database.
Perhaps someone restarted your database server using a low level user? Are you using a remote or a local connection? Somewhere along the line, you don't have as many rights as you think you do.
