Do you mean local admin? I am the EE administrator, this was an offline installation set. The customer installed it on one laptop and encryption was successful. what product? EEPC or EEFF, and are you sure it happend during encryption and not just during the install process?
I still think the most likely cause is the user doing the install did not have sufficient rights - you need to run EEFF/EEPC installers under full admin rights as they need to install drivers etc. Also, if you have AV, HIPS etc it needs to be set to allow appropriate changes.
