Safeboot for USB Standard

When I plug in the Safeboot USB into a workstation, I can only see the public partition, NOT the private partition. If I plug the USB into the workstation that has the USB Management Center, I can unlock the device and view the private partition. So my question is, can I only view the private partition on the workstation that has Safeboot USB Management Center installed on it?

I believe you need to run the tool in the read-only partition and enter the password to unlock the stick?
