Offline activation question

The documentation isn't clear on this, and I'm pretty sure I already know the answer, but it never hurts to be sure 🙂
The "UserList.txt" file, the username(s) that are to be placed in this file are local accounts that already exist on the machine, correct?

It really doesn't mater if a local account exists or not. The names that you place in the file will be the only ones available at preboot and the user that logs into preboot does not have to have a corresponding Windows account.
