No machine key available for this system. (when trying to export the recovery key)

One of my client system could not load in  OS. There may be a OS problem. So, we planned to decrypt the system, but we could not export the recovery file. when i try to export the recovery key, I got the below error.

No machine key available for this system.

Client information:

Agent : 5.0.5

DE : 7.1.3

ePO : 5.3.2
