My customer site is using McAfee Endpoint Encryption application to protect workstation.
We are doing compliance program to turn off all unnecessary services in every workstation. And our customer PC team said sql server services must need to be enable for user to be able to reset or recover password.
Is sql server services really need to be enable?

I've not heard of this particular requirement - SQL Server is not installed with EEPC, and is not on machines by default so no, I don't expect it's required on the clients.
I will vote for "NO ".EEPC nothing to do with SQL on client machines.
What password users have to reset or recover? windows or EEPC? Still in both cases Users will not require SQL Service enabled on clients.
