Local Recovery only avaliable during cold boot.

Does anyone know if it is possible for a user to perform a Local Recovery (LR) when the system has already been previously logged on, and then logged off or locked?

We know that you can perform a LR when the system is booted initially during the pre boot authentication, but would like to know if it is possible at any other time.

I've looked through all the manuals but nothing provides this information.

I am sure that I have read local recovery is only available in pre boot, If you see recovery screen in windows gui there is only user and device challenge response recovery.
