EEFF Create Self Extractor

We are using a registy fix to resolve an issue with the EEFF software that also seems to remove the right click context menu wich has ability to create a self extractor. the registy value is ExemptNonRemovable is there anyway around this?

From what Iv'e found from my testing is that the registry key pretty much turns off all policy enforcement on local drives. I guess were on our own OP.
