Is VSE or ENS needed when you use MSME on Exchange 2016 - ExchISVirusScanKey is not present


Since Exchange DAG-Cluster and other Cluster Server are the APPS we used to exclude from AV (No SE or ENS installed) we wanted to ask following question. We are just analyzing a case where we see an error with the integration of MSME into TIE/ATD:

> 2212 Fehler Failed to submit file to TIE server; last WinHttp status: 0

QUESTION: Is VSE or ENS itself needed or does MSME profit in any form under Exchange 2016 or 2019 related to the MSME AV Functions. 

Please correct us if this has changed or we are complete wrong. The error message we see from MSME in Debug Middle mode is just confusing:...

8.8 Productguide:

"NOTE: As Microsoft VSAPI support is removed from Microsoft Exchange 2013, 2016, and 2019, the On-Access VSAPI and Background scan settings feature is disabled on Exchange 2013, 2016, and 2019 server."
