In our implementation of MEG, we can't receive any outbound emails; I think it's due to a misconfiguration of our exchange but, I would like to be sure there is no misconfiguration in MEG so, I would like to know all the required configuration should be applied to receive them.
I would like to know also if there is a license for only inbound emails?

MEG does not need any separate license for accepting an inbound email.
You Need to add exchange IP in the permitted sender (Email Configuration--> Receiving Email--> Permitted connections) and in an anti-replay setting (Email Configuration--> Receiving Email--> Anti-Relay Settings).
If emails getting blocked after adding these settings, Please check Reports-->Email Reports to know the reason for blocking.

Outbound email doesn't reach MEG already so, do you think it's will not be a MEG issue?
please tell us a bit more about "Outbound Email" ... Outbound from what point of view ?
We do know anything about Your mailrouting, and in order to point out a possible problem we need to know a bit more about your planned mailflow in terms of relaying Emails.

Enable packet capture on MEG and send a test email from the client/Exchange and check the same, This will help you confirm whether the email is reaching on MEG.

Is it possible to reach MEG without appearing on reports?
i'd recommend to do a manual telnet test from the exchange against the MEG.
(please see: How to test SMTP manually )
If the MEG is not responding You may have a network or firewall issue, or Your Exchange is not allowed to relay Emails, because its IP is maybe missing on permitted connections:
