Why DLP policy does not work when FRP policy assign

Dear,

 

Before I only have DLP, and DLP policy works. and then I install FRP and assign FRP policy to the system.

I tested, FRP works, but DLP does not work.

FRP policy is: encrypt USB device

DLP policy is: block this USB.

So when I insert this USB, system should block this USB.
