I have performed several tests regarding this, and the result is always the same. Since I couldn't find any official statement I am not sure whether this is expected behavior, or an issue.
When a user has the built-in Administrator permission set assigned, it is no longer visible in the list of possible users you can assign as a stakeholder on a case. Changing the permission set to a permission set where the DLP Case Management permission is enabled, immediately lists the user in the list of available users. I tested this with several users, and permission sets, and the result is always the same.
My question is, can you assign (by design) another ePO admin account as e stakeholder for a DLP case? And if not, is there a reason or a document explaining this?
