Is NDLP the only way to tag files that exist on a Windows 2008 R2 file server?
We have DLP 22.214.171.1246 running on clients, but it is not installed on the file server. My understanding is that the files can only be tagged where there is a client installed.

You can use a location based tagging rule to tag files copied or saved to \\server\sharename\ from the client (Win XP or 7). This would not require the server running DLPE.
You can install on the server but keep the following in mind:
Device control only is supported on server environments for 9.2 and below. DLPE 9.3 now supports full data loss features.
