DLP Network Communication Protection and CUI

Hi, I am trying to get a policy to fire on any user who tries to send CUI to another network segment.  I have defined two network segments, and have created classifications that are simply looking for the word "confidential". I open a word doc on the user workstation and save it to a server on another network but the rule will not trigger.  Am I missing something?  Any ideas?
