DLP Events on Shared PC

User1, with no read/write rights, on USB devices logs into a win10 device, locks their computer, and walks away.

User2, with read/write rights, switches user on that device and logs onto that device.  They insert their flash drive but are not prompted for the password.  They log off.

User1 comes back and logs into the computer and *they* get the DLP event pop-up for User2's flash drive.

What is going on?
