If DLP blocks the Device then the ENS or VSE On Access Scanner will not be able to scan the device.
If the Device is not blocked by DLP then the OAS will be able to scan the device.
However, as @tucker84 mentioned, for a successful block of a device you may need to make all the required rules for Device Control are configured properly so that an external device with storage medium can be blocked by DLP.
