There are sample rules provided in the DLP Policy Manager. You can reference the following rules that may be helpful:

There is a SAMPLE for protection of CONFIDENTIAL data sample.
Now if the customer DOES not have the FULL DLP Version licence bought he will see an EMPTY rule you metioned. Most of the customer ONLY want DEVICE Block and have the small licence.

Bad sample from Mcafee. If customers open that SAMPLE rule without having the BIG DLP licence you see nothing in it.....
