Automatically encrypt data copied to approved devices

    Can Device Control be used to force the use of encryption when data is copied to a device such as a DVD, or is DLP required and if DLP is required I assume that means RM is as well.  For instance Roxio Secure, a DVD burning software package, can be setup to force encryption when discs are burned using that software package but it doesn't prevent users from using other software or even the Windows OS to write data to a disc.  Is there a way to create a rule that allows only a certain application to write to the disc or to only write if encryption is used.
