Unusual Charge after refund request

Hello,

(We are located in New Zealand)

On August 6th we received an auto renewal charge of $165NZD, this charge was neither expected nor desired. Following the advice on the McAfee website we sought a refund as we are still within the 30 day window.

When we have called customer support, the same person has told us twice that although we are eligible for the refund "the server wont allow it because the IP address belongs to Hong Kong". So we can the have the refund of $165 but to change the IP will cost $100.

We did not buy the laptop in Honk Kong and even if we had, I have laptops from the UK and Australia and when I use them here in NZ they have/are assigned a NZ IP right?

My questions are:

How is this possible?

How is this relevant to my refund?

As of yet we have not accepted the refund as it can only be processed with this further charge.

Any advice would be greatly appreciated, thank you.
