How to disable internet connection for programs

If I have to allow access for one more program im going to pull out my hair, you have no idea how many times ive sat in loading screens only to find out its not loading because I NEED TO ALLOW IT TO CONNECT TO MY INTERNET? and the fact there isnt a big red off button for this disgrace of a feature is ridiculous
