I have a current McAfee AV intalled. Every time start my Windows 10 Surface Pro 4 (which, in theory, is the same as any other Windows 10 machine), I'm prompted for the above (and see attached).
I choose, "Turn on and Update McAfee.....". McAfee kicks into action, does its stuff, etc.
Next time I start the machine I experience exactly the same.
Surely (I thought) once WIndows knows you've designated an anti-virus product it shouldn't keep asking you (It's as if it's forgotten!)

It seems you have an issue with Windows 10 Action Center acknowledging that your McAfee Software is on and active. As long as your McAfee UI indicates 'Your Computer is Secure" and Green, you are okay. Having said this..Do not turn on your Windows Defender as it will Clash/Conflict with your McAfee Software.
Unlike prior versions of Windows Defender, in Windows 10 it includes Anti-Virus capabilities.
To further address your issue after a reboot, quite possibly one of my Colleagues whom runs Windows 10, will pick up this thread and add to the discussion. It may be as simple as changing your 'Start-up' settings in Windows 10.
Of course you can always choose to Contact Support. Via Phone/Online Chat being the most expedient.

I might add that you can Right Click on your McAfee Icon ( In your lower tray) and 'Verify Subscription'/Check for updates as well. You could also select to not be notified again, if I a not terribly mistaken.
One question, upon receiving this notification from Windows 10. Does the McAfee Icon appear in the (Lower Task Tray) and if so does it look normal,or is there a (Red) X over it?
Go to Control Panel > Programs and Features and check if you have an extra entry called McAfee Security Scan Plus.
If you do have it, uninstall it. That could feasibly be causing this.
It's an advertising tool put out by Sales and is an optional download with various free tools, e.g. Adobe - anything.
That is why I suggested to turn off/disable the notifications (Post #3). Especially if all else is functioning properly..We had this issue at one time in Windows 7, and it finally cleared itself up. Usually back then disabling Windows Action Center/Stopping/Apply. Then setting it back to Automatic-Delay/Start/Apply/Okay.. it functioned properly.
Since (McAfee Security Scan Plus) seems to not be the culprit. Could you kindly go to 'Services.Msc' and stop (Windows Security Center) then enable it again to see if it resolves your issue?
