Run as a different user issue in XP with Solidcore

I am facing an issue in WIndows XP which is Solidified and only one Administrator user has update permission. Other users do not have update permissions .

Login as non admin user,  select a file -> right click on the file -> select run as-> select different user (non admin)->provide credentials for the other user->click Ok, the file is executed and Solidcore is not blocking them.

What could be the issue ?

Kindly provide the version of Solidcore being used and i'm a bit lost at the 2nd part of comment, kindly elaborate.

Mukesh,

I resolved the issue. I had declared service.exe as updater while trying to fix the "sadmin diag" results. 

This made all non updater users to use runas and execute programs. I removed service.exe as updater and the issue is resolved now.
